Adams County, Colo. (May 23, 2025): The Adams County Sheriff’s Office is proud to announce a partnership with the Thornton Police Department and the Thornton Fire Department for the official adoption of the Blue Envelope Program.
The Blue Envelope Program is a community-focused initiative designed to improve interactions between first responders and drivers with autism and other neurodiverse conditions. It launches on May 23, 2025, and aims to promote understanding, reduce stress, and foster safer communication during contacts.
The Blue Envelope is a tool that community members can use to notify law enforcement and fire rescue personnel that they may need additional time or accommodations during a contact or incident. Inside the envelope is information for both the person contacted and first responders, providing guidance and promoting a calm, informed interaction.

“We’re incredibly excited to bring this program to Adams County,” said Sheriff Gene Claps. “This initiative reflects our ongoing commitment to providing professional service that protects and serves the community equally. It is one more way we are building trust and improving safety for everyone in our community.”
